명나라 가정 년간, 동남 연해 지역에 왜구가 들끓고, 명나라 조정은 내우외환의 국면을 맞는다. 척계광은 아버지의 뒤를 이어 등주위 지휘첨사를 세습 받는다. 어릴 때부터 아버지 척경통의 가르침을 받은 척계광은 병법과 무예에 조예가 깊었으며, 왜구를 소탕해 왜란을 끝내는 것이 일생의 목표였다. 척계광이 처음 도착해서 본 등주위는 엉망진창이었고, 군호제에 소속된 해양 방어 병력은 무력하기 그지없었다. 그러던 중 보기 드문 해류를 타고 한 무리의 왜구가 그동안 왜란이 없었던 등주위로 쳐들어온다. 등주위 방어군은 참패하고 위기 속에서 지휘권을 인계 받은 척계광은 두각을 드러내며 담륜을 도와 왜구를 격퇴하고, 담륜의 인정을 받는다. 그때부터 척계광은 담륜의 추천으로 명나라의 정치, 군사 무대에 오르게 되고, 인재를 알아보는 안목과 단호한 성격으로 절칙총독비왜로 있던 호종헌의 눈에 든다. 등주위 때 병사 한 명 없던 척계광은 용산소 전투로 명성을 얻으며 점차 중국 전역에 위명을 떨치게 되고, 절강 아이들은 척계광에 대한 동요를 만들어 부른다. 하지만 두각을 드러낸 척계광의 벼슬길은 그리 순탄치만은 않았다. 척계광은 ‘작위를 바라지 않고, 해상의 평화를 원할 뿐이다’는 뜻을 이루기 위해, 엄숭 당파와 사대부의 싸움 속에서 살얼음 위를 걷듯 조심조심 자신을 지키고, 결국 군호제에서 모병제로의 개혁을 이뤄낸다. 천고에 이름을 떨칠 ‘척가군’이 탄생한 것이다. 척가군의 원수 척계광은 호수인, 양문, 진대성, 조대하 등 문관과 무관을 가리지않고 등용하고, 100여 번의 크고 작은 전투를 치루며 불과 몇 년 만에 100년간 이어지던 중국 동남 지역의 왜란을 철저히 종식시킨다.
